NOTICE INVITING TENDER

  1. WORK NAME: TO PROVIDE SECURITY SERVICES FOR THE TAKI GOVERNMENT COLLEGE BY REGISTERED PRIVATE AGENCY BY WAY OF DEPLOYING 4 SECURITY GUARDS WITHIN THE CAMPUS AND THE PREMISES OF THE COLLEGE.

Tender/quotations is invited by the Officer in Charge, Taki Government College for deployment of 4 (four) numbers of Security guards in the Taki Government College Campuses and Premises exhaustively for the period from 01.09.2021 to 31.03.2022 (1st September 2021 – 31st March 2022). Quotations are to be submitted in the stipulated BOQ format and also to be furnished on the Agency pad as per format given in Annexure-I-V as contained in this Notification.
Sealed quotations should be submitted within seven days of the publication of the notice i.e. 05/08/2021. The quotations will be opened on 14/08/2021as per notification no. 5400-F(Y), dated 25th June-2012. Price should be quoted in INR currency including all the applicable taxes, allied permissible benefits to be given to the security guards and Service Charges quoted to be spelled clearly and separately.

DETAILS OF THE SERVICE TO BE PROVIDED:

  1. Name of Service Required: To Provide Security Service by deputing 4 (Four) numbers of Security Guards (without gun) for guarding and providing protection to the Government properties, assets and resources exhaustively of Taki Government College
  2. Name and Address of the Office where the Service to be provided : Taki Government College, Taki, P.S.- Hasnabad, Taki – 743429, 24 Parganas(North), West Bengal
  3. Time Stretch for which the Service Required :01.09.2021to 31.03.2022 (1st August 2021 – 31st March 2022).
  4. Agencies who are eligible to submit Quotation: Reputed, resourceful, experienced, registered and bona-fide Private Agencies

PROCEDURE

  1. ACQUIRING THE TENDER DOCUMENTS: The documents required are provided as annexure, which can be downloaded.
  2. SUBMISSION OF BIDS: Both Financial Bid and Credentials are to be submitted concurrently, duly digitally signed by the Company personnel who is in the pay roll of the Company. All papers must be submitted in English language.
  3. THE REQUISITE CRITERIA AND ELIGIBILITY ARE AS GIVEN BELOW: -
    1. The Rate should be quoted as per specification including all Taxes, Benefits to Guards and Service Charges spelled clearly and separately.
    2. The Service of deployment of 4 Security Guards for cited 7 months continuously should be made at the Campuses and Premises of the Taki Government College exhaustively whereto the selected Agency must report to the Office of the undersigned within 15 days from date of issuance of work order.
    3. The Service Charge (per head per day) rate should remain valid for the period up to 31 st March 2022 and for the daily wage rate the chart promulgated by the Labour Department of the Government of West Bengal time to time would be followed.
    4. The tender should be submitted in the proforma enclosed herewith.
    5. The violation of any of the conditions will entitle cancellation of the work order.
    6. Photocopy of Income Tax return for the last 3 Financial years, GST Registration certificate, PAN No., Current Trade license and P.Tax (2019-20), credentials will have to be submitted.
    7. The tender inviting authority shall verify the above mentioned documents (In original) which are mandatory for the participation before issuance of the work order.
    8. The prospective bidders as a primary agency should have satisfactorily completed the supply to any Government or private Organisation for at least three (03) years.
    9. The bidders are to submit the tender papers item-wise.
    10. Payment of bills on its production will be made after successful supply of the items within reasonable time.
    11. The tender bid will be rejected outright if it comes to the notice of the tender inviting authority during scrutiny that the credential or any other paper of a bidder is fabricated etc.
    12. The undersigned reserves the right of accepting or cancelling the tender without assigning any reason.
    13. To qualify for the contract for which bids are invited in the NIT, the bidder must demonstrate having experience and resources sufficient to meet the aggregates of the qualifying criteria for individual contracts.
    14. No conditional / Incomplete Quotation will be accepted under any circumstances.
  4. GENERAL TERMS AND CONDITIONS ARE AS GIVEN BELOW:
      1. The accepting authority reserves the right to reject any or all the quotations without assigning any reasons thereof.
      2. The participating bidders are required to quote their rates in the per-head per-day mode both in figures and words.
      3. The charges to be paid to Security Agency are to be shown in two parts
        1. Security charges,
        2. Service charges. Security Charges is the minimum wage (as per latest labour department order) of the security personal plus charges for ESI. EPF etcetera are to be borne by security agency.
      4. The unit price consists of Minimum wage, PF contribution @ 13.0%, ESI/Mediclaim @ 3.25%, Bonus @ 8.33% of Min wage. The detailed breakup of the unit price is as depicted above.
      5. The Service charge on unit price per guard to be entered by the bidder in percentage must cover all possible incidental charges including bidder’s administrative charge, transportation charge, uniform cost, accessories that is torch, umbrella, raincoat etc. and any other charges/overheads/ profits/cost of items which are necessary for maintaining the Security Service work.
      6. As the Min wage and other stipulated charges for Security service are to be quoted as per latest Govt. order, there would be no variation in case of these charges. Hence, lowest Bidder will be selected as per rates quoted for Service Charges demand only.
      7. The responsibility of depositing the contribution towards ESI, EPF etc. are to be carried out by the prospective Security-agency/Service-provider on which the College would keep on appropriate vigil so as to ascertain that such benefits go to deployed Security Guards.
      8. The period of contract will be from 01.09.2021 to 31.03.2022 (1st August 2021 – 31st March 2022) and no enhancement of service charge will be admissible during this period. However security charges (Min wage etc.), that may vary time to time through Government Notification, will be paid as per the latest of such Government Notifications, albeit on condition of actually getting funds from appropriate gubernatorial authority in enhanced proportions.
      9. Conditional/ incomplete rate will not be accepted under any circumstances.
      10. The agency engaged in providing Security Service will have to maintain regular contact with the college authority.
      11. k) The persons engaged for Security duty will have to be dressed in similar uniform and bear similar identity cards for recognition. Uniforms will have to be supplied by the service provider for which no additional allowance or charges will be entertained.
      12. The duty hour will be 8 (eight) hours for each Security personnel and will be fixed by the College authority.
      13. The College authority shall not be responsible to supply Raincoat/ Umbrella/ Torch/ Lamp-fuel or any allied accessories or materials whatsoever, if required. The same are to be supplied by the Bidder as clarified in Clauses (e) to (h) above.
      14. The College authority shall not be responsible to compensate or be liable in any manner whatsoever for any injury and/or eventual death of the Security Guard(s) while on duty.
      15. No claim will be entertained for any permanency of service by the Guards or by the Quotationing/Bidding agency under any circumstances.
      16. T.A, D.A or Overtime allowances will not be paid to the security guards by the College authority under any circumstances.
      17. Immediately after receiving the work order, the agency must submit to the college authority a detailed list showing the Names, Signatures and L.T.I of the Security Guards to be deployed along with each one’s Passport size photograph, Election Photo Identity Card (EPIC) in duplicate and duly self-attested, well in time. If any change is subsequently tried by the agency, such changes must have prior approval from the College authority by pre-depositing details of the new person (in Name, Signature etc) to College authority well before the intended change.
      18. The agency will be fully responsible for any loss, shortage, damage of Govt. property and the cost of the same, as fixed by the authority, will be recovered from the bills of the agency.
      19. The agency should keep itself ready to take up the work within seven (7) days from the date of issuance of work order or from any other specific date as will be fixed/ mentioned by the College authority.
      20. The agency will not be entitled to withdraw from the agreed contract of mentioned one year period unless otherwise decided by the College authority. In the extreme case predicaments, the Agency may approach the College authority for withdrawal of Service by the Agency by serving a notice of withdrawal at least 8 (eight) months prior to the proposed date of giving-up.
      21. The undersigned reserves the sole right to terminate the agreement at any time without assigning any reason whatsoever.
      22. (i) Bill in triplicate on monthly basis as per format given in Annexure-II must be submitted within 10th of the next month.

(ii) Payment to the agency shall be made as per availability of fund.
(iii) Statutory deductions, as applicable, shall be made from the bill of the agency

  1. Disposal of Disputes or the situation of Having Multiple Lowest Bidders (L1):
    1. In case of any dispute, the decision of tender-inviting authority, the Officer in-charge (and DDO) of the College, acting on behalf of the College and/or that of the constituted TenderCommittee will be treated as the final and conclusive. All legal actions are subject to Kolkata jurisdiction only.
    2. In the present case of man power in terms of providing Security Service, since the contract is not divisible and if the bid for the Service Charge (agency fee) quoted by multiple (more than one) L1 bidders is already at the Baseline level or Near to Zero (as applicable), there remains little scope for reduction of price by inviting selected bids. In such case, L1 bidder with highest technical qualifications would be awarded the contract.
  2. Inspection: Before submitting the tender, the intending vendor should thoroughly get themselves acquainted with the proposed service of deployment of security guards by local inspection of site and take stock of the site condition and other criterion for effecting smooth services. No claim of reversal, whatsoever, will be entertained afterwards.
  3. Right of acceptance and Rejection of Tenders:
    1. The tender inviting authority, the Officer in-charge of Taki Government College, reserves the right to accept at his sole and unfettered discretion of accepting any tender for whole or part or reject any or all tenders without assigning any reason thereof.
    2. No claims for compensation or otherwise whatsoever, from the vendor will be considered by the College or the tender inviting authority, the Officer in-charge.
    3. If a tenderer resorts to any frivolous, malicious or baseless complaints/ allegations with intent to hamper or delay the tendering process or resorts to canvassing/ rigging/ influencing the tendering process, the Officer in-charge of Taki Government College reserves the right to debar such tenderer from participation in the present/ future tenders up to a period of 2 years.
  4. Discretion of the Officer in-charge on behalf of the College:
    1. The Officer in-charge on behalf of the College may take decision about non-engagement of the said agency, even after selection, due to its fund constraints.
    2. The Officer in-charge on behalf of the College may seek documents from the bidder for technical bid for verification and evaluation of tender.
    3. The Officer in-charge, on behalf of the College reserves the right to relax any clause as stated hereinabove for selection of responsive agency.
    4. The Officer in-charge on behalf of the College reserves the sole right to judge the merits of the tenders submitted and could thus apply his discretionary power to select the most deserving one from the lot which, in his judgement, would best serve the needs and requirements of theCollege.
    5. The Officer in-charge on behalf of the College reserves the sole discretion to terminate the agreement with the selected tenderer at any time without assigning any reason whatsoever.
